Project Description

BHI’s support to World Vision in Papua New Guinea (PNG) has been largely related to technical challenges after the two medical oxygen plant installations were completed. BHI’s engagement with World Vision began in 2022, when BHI was asked to provide a rapid review of the plant house designs for PNG. BHI supported PNG at pivotal moments during the site preparation process. Though the oxygen plants were tested and ready to be commissioned in September 2023, the systems could not be put into use immediately. In order to implement the oxygen plants in PNG, a number of regulatory questions and Standard Operating Procedures needed to be developed.

BHI provided support to World Vision during the beginning of this process, supplying recommendations for where to source requested information and record keeping tools to address the requirements of the regulatory body. World Vision’s dedication to commissioning the oxygen plants never wavered and their attention to the incorporating the oxygen plants into the national healthcare system culminated in a request for medical oxygen plant training from BHI in March 2025. Though the oxygen plants were not yet fully implemented, the Management and Maintenance Training programs provided by BHI prepared hospital managers and plant operators for the day when these plants will be put to use. During the visit to PNG, BHI’s technical team identified electrical issues that could impact plant performance and worked with the local engineers to develop solutions. The Community of Practice created following the training (a WhatsApp group for the training cohort in a particular country) was notably active following BHI’s visit to PNG. Operators from various sites shared oxygen cylinder safety guidance with one another to reduce oxygen-related hazards in the country. Operators continue to use the chat to discuss technical challenges with each other and the BHI team.
