Project Description
BHI has provided end-to-end support to the Ministry of Health (MOH) in Cambodia during their medical oxygen plant procurement process. BHI met with the MOH starting in 2022 to assist in developing oxygen plant specifications that matched the needs of the three hospitals receiving plants through C19RM. BHI supported the MOH during the procurement process and plant house construction process by providing an additional technical check during key steps, to confirm that the works aligned with the MOH’s goals. The BHI team also provided recommendations for electrical infrastructure to protect the oxygen plant investments.
When the three oxygen plants were commissioned in 2024, BHI was invited to Cambodia to provide medical oxygen plant training to health system administrators and managers, as well as to oxygen plant operators and engineers. During this visit to Cambodia, BHI was also able to assess a nearby non-functional oxygen plant, perform site conditions assessments at two large oxygen plant installations, and provide a review of a new medical oxygen piping installation. BHI’s support to the MOH in Cambodia did not end after our initial training visit.
BHI continued to provide remote sustainability support for new and existing oxygen plants in Cambodia following this training, and was asked to return to Cambodia in 2025 to provide Management and Maintenance Training to personnel that were not in attendance at the 2024 sessions. During BHI’s return visit to Cambodia, BHI conducted more advanced training related to electrical assessments and repair assessments. The BHI team taught a Training of Trainers session, to ensure that technical experts in Cambodia were equipped to teach BHI’s training materials in the future to new biomedical technicians or those in need of refresher training. As of November 2025, the MOH and their partners, including CHAI, are working to strengthen the administration of the national medical oxygen production and distribution system. BHI has served to provide technical advice as the MOH and CHAI develop and implement a national PSA plant tracking system.
